The Council of County Governors (COG) is a non-partisan organization established under Section 19 of the Intergovernmental Relations Act (IGRA 2012). The Council of Governors comprises of the Governors of the forty-seven Counties. main functions are the promotion of visionary leadership; sharing of best practices and; offer a collective voice on policy issues; promote inter – county consultations; encourage and initiate information sharing on the performance of County Governments with regard to the execution of their functions; collective consultation on matters of interest to County Governments.

Over the recent weeks the Council of Governors (COG) and other stakeholders including the National Treasury and the Commission on Revenue Allocation (CRA) have been engaging on discussions around revenue sharing between the two levels of Government. This discussion has also been advanced before the Intergovernmental Budget and Economic Council (IBEC) chaired by the Deputy President where no consensus was reached as to how the revenue will be shared for the FY 2024/25.
During the 22nd Ordinary Session of IBEC held on 29th January 2024, it was resolved that the matter be referred to a task team comprised of members from the COG, CRA and the National Treasury, to further deliberate with a view to achieve a consensus on the amount to be shared between the two levels of Government. We however note with concern, that after lengthy discussions and analysis of the proposed recommendations by the task team, the three parties retained divergent positions on their proposed figures for shareable revenue. That is; Ksh.391 billion as proposed by the National Treasury, Ksh.398.14 billion by the CRA and Ksh.439.5 billion by the Council of Governors as equitable share to Counties and Ksh.10.52 billion as Road Maintenance Levy Fund (RMLF).
In view of the foregoing and upon careful consideration of the matter at hand, the Council hereby declares a stalemate on the discussions around vertical sharing of revenue.
