About The Council of Governors

The Council of County Governors (COG) is a non-partisan organization established under Section 19 of the Intergovernmental Relations Act (IGRA 2012). The Council of Governors comprises of the Governors of the forty-seven Counties. main functions are the promotion of visionary leadership; sharing of best practices and; offer a collective voice on policy issues; promote inter – county consultations; encourage and initiate information sharing on the performance of County Governments with regard to the execution of their functions; collective consultation on matters of interest to County Governments.

What We Do

COG provides a mechanism for consultation amongst County Governments, share information on performance of the counties in execution of their functions, facilitate capacity building for Governors, and consider reports from other intergovernmental forums on national and county interests amongst other functions (Section 20).

PRESS STATEMENT REGARDING THE ONGOING DOCTORS’ STRIKE

On 6th March 2024, the Kenya Medical, Pharmacist and Dentist Union (KMPDU) issued a strike notice citing key issues pertaining to the welfare of their Union members that they perceive to have remained unaddressed since 30th June 2017 and 6th July 2021 by the Council of Governors, Ministry of health and union officials.
Further, the Kenyatta National Hospital (KNH) moved to court and obtained a court order dated 13th March 2024 directing a stay in the taking effect of the strike notice and going on strike by the union members. Since the court ordered that the strike is stayed, we urge the doctors to show good will and return to work as negotiations go on.
Today, the Council of Governors held an Extra-Ordinary Meeting to address the demands raised by the Doctors’ Union which include;
1. Delayed posting of interns;
2. Extension of contracts for UHC staff
3. Payment of fees for doctors on postgraduate training;
4. Payment of arrears of basic salaries as per the 2017 CBA and;
5. Provision of comprehensive Medical Insurance

Gvn kakamegaMembers of Kakamega County Executive and Assembly have hailed their two day consultative meeting as a milestone that must be organized on regular basis. The two arms of government said such meetings helped to identify conflict areas and provide opportunities for creation of problem solving mechanisms. Addressing participants during the closing ceremony, H.E. Wycliffe Ambetsa Oparanya and Assembly Speaker, Hon. Morris Buluma emphasized the need for members to consult provisions of the Constitution and the County Government Act for clarity on the roles of the two arms of government so as to minimize conflicts. Both leaders urged participants to consult and build a culture of teamwork to facilitate smooth legislative process and timely implementation of projects. They also agreed that devolved units had the requisite capacity to play its oversight role, terming claims by the Senate to the contrary as self-serving. Earlier on, participants were taken through scintillating presentations on protocol and ettiquette as well as the Constitution of Kenya by Mr. Simon Angote and Dr. Mutakha kangu respectively. Meanwhile, the workshop learned that Kakamega County was a trail blazer in developing structures and policies for effective public participation as envisioned in the Constitution.
