Institutionalising County Perfomance Management Framework in Counties

performance mgtThe Council of Governors is institutionalizing the County Performance Management Framework. Launched by H.E President Uhuru Kenyatta on 7th March 2017, the CPMF aims at bringing congruence and synergy in the implementation of national and county priorities and ultimately providing efficiency in service; Performance Management framework for County Governments 2017

Citizens are increasingly demanding for transparency not only on what the government has done but also to demonstrate the impact of government interventions in improving citizens’ quality of life.

Institutionalizing a County Performance Management Framework (CPFM) in County Governments is therefore imperative in ensuring Counties demonstrate their development results beyond what they have done by showing how their activities and interventions have benefited the people of Kenya.
During the implementation of the 2013-2017 CIDPs, it was observed that most CIDPs were developed just to comply with Section 104 (1) and 108 (2) (b) (iii) of the County Governments Act, 2012. An assessment done during the 2nd Annual Devolution Conference revealed that very few counties had credible CIDP’s that are monitorable.
Moving forward, it is imperative that CIDPs be more credible, be anchored in a Performance Management Framework and most importantly are responsive to the needs of the Mwananchi.
As the first generation CIDP are coming to an end in August 2017, the Council is cognizant of the need to undertake an end term review of the first generation CIDP to assess the level of performance, milestones and challenges of the respective Counties in their 2013-2017 CIDP and to utilize these lessons for the preparation of the second CIDP 2017-2022.
The end term reviews that kicked off on 3rd April 2017 in Makueni, Kitui, Kisumu, Meru, Trans Nzoia, Kakamega and Turkana counties saw the Council of Governors team and the County Project Steering committees deliberate and agree on the methodology, documents for review including the CBROP, ADP’S and budgets; and roadmap.
Next steps include the data collection exercise where feedback shall be generated through interactions with county stakeholders including the Mwananchi who enjoy the benefits of the intervention. This will span in the 7 counties from 3rd– 31st May 2017
