Health InsuranceA consultative meeting on implementation of Health Insurance Subsidy for the Poor (HISP) and Free Maternity Services was held on 26th of July 2016 at Sarova Panafrica hotel, Nairobi with Council of Governors secretariat, Ministry of Health, National Health Insurance Fund (NHIF), County Executive Members (CECs) health, County Directors-health and stakeholders in the health sector. The meeting’s main agenda was to discuss the modalities, structures of engagement and implementation process of the two programmes with the CECs health and county directors-health. Health Insurance Subsidy for the poor programme is designed to cater for the less privileged especially orphans and vulnerable children.


HISP seeks to improve the health indicators of the poor and to alsoreduce the financial burden among the poor households. On the other hand, the Free Maternity Health services programme will ensure pregnant women get maternity services without any charge. The programme will not only be rolled out to public health facilities but also private and faith based organizations. The mechanisms to be used in implementing the two programmes in the counties was discussed in the meeting and CECs health also suggested that the Counties be involved in making decisions about the process. NHIF will work closely with the CECs health in each County in coming up with structures to use when implementing the programmes. The meeting’s major aim was to familiarize the CECs with the whole idea of how NHIF plans to roll out the programme and therefore, more meetings will follow up in order to come up with the right strategies to be used in implementing the programmes in all the 47 counties.
