gender2On 12th- 25th October 2016, the Council of Governors in partnership with UN Women, held several workshops in order to sensitize county governments on the importance of Gender Responsive Budgeting (GRB). This was part of a buildup of activity ahead of the systematic integration of gender equality priorities in national planning and mechanisms for accountability. Since devolution implementation process begun in Kenya, it has become evident that there is need for Counties to implement the very important mechanism of gender-responsive budgeting to ensure greater consistency between economic goals and social commitments and thereby enforcing efficient use of resources. Implementation of Gender Responsive Budgeting ensures that County Governments strengthen the link between policy planning and budgeting and prioritizes gender-related projects and programs.

 

African Countries like Morocco and Rwanda that have implemented GRB are now reaping the benefits. For instance increased women empowerment through absorption into leadership positions and decision-making process among several other benefits. From the plenum discussions held, there were suggestions that Kenya could borrow from Countries like Australia and Sweden whose GRB is anchored in the main budgeting process. Additionally, the overwhelming government support of the GRB process in these countries has resulted in high-level political leadership, a long-term view of the Gender Responsive Budgeting program and continuous training and support of government officers.The workshops were attended by County Chief Officers- Finance, County Directors- Budgets and Planning and County Executive Committee members in charge of gender.

 

Participants unanimously agreed that since devolution is premised on equitable distribution of financial resources whose expenditure reflects the need of the public and there was need for transparency and accountability in public finance. County government agreed to work in a fiscally sustainable way to realize the promises of devolution
