About The Council of Governors

The Council of County Governors (COG) is a non-partisan organization established under Section 19 of the Intergovernmental Relations Act (IGRA 2012). The Council of Governors  comprises of the Governors of the forty-seven Counties. main functions are the promotion of visionary leadership; sharing of best practices and; offer a collective voice on policy issues; promote inter – county consultations; encourage and initiate information sharing on the performance of County Governments with regard to the execution of their functions; collective consultation on matters of interest to County Governments.

What We Do


COG provides a mechanism for consultation amongst County Governments, share information on performance of the counties in execution of their functions, facilitate capacity building for Governors, and consider reports from other intergovernmental forums on national and county interests amongst other functions (Section 20).

PRESS STATEMENT ON THE DIVISION ON REVENUE BILL AND OTHER ISSUES AFFECTING COUNTY GOVERNMENTS

The Council of Governors today, held a consultative meeting with the Committee Chairs and we are drawn to various issues that affect the County Governments and the technical committees.

On the Division of Revenue Bill;

The Council appreciates the unwavering support made so far in trying to resolve the current stalemate facing Counties. However, we must be alive to the consequences of this impasse. At the moment, County workers are on a go slow due to lack of supplies and payment of salaries. This has destabilized services across several counties and we cannot ignore this call any more.

It is paramount to note that the advisory by the Attorney General rendered the option of disbursing half of the proposed County allocation unconstitutional. Therefore, as County Governments, we continue to hope that the mediation process will be fruitful and that Counties will receive their proper equitable share of revenue as proposed by CRA.

We therefore urge parliament to resolve this matter urgently and allow restoration of normalcy and service delivery to Kenyans across the Country.

The County Government of Vihiga is piloting AIVs Production in partnership with the natural Products Industry (NPI) domiciled in the State Department of Culture and Heritage, and Jomo Kenyatta University of Agriculture and Technology (JKUAT). Under the tentative arrangement, the NPI is to provide certified seeds to the selected farmers and source for markets in collaboration with Vihiga County Department of Trade; JKUAT is to provide technical support and research on seed bulking; while the Department of Agriculture is to mobilize and train farmers on AIV production, Good Agricultural and Handling Practices (GAHP) in response to market demand.
