COUNCIL OF GOVERNORS LEAD GOVERNMENT COMMISSIONS

In fulfillment of the Constitutional provision under Article 234 (2) (c) & (h) to promote the Values and Principles in Articles 10 and 232 throughout the public service, the Public Service Commission in 2017 undertook an online survey that targeted 215 Ministries, Departments and Agencies on values and principles compliance. Council of Governors (COG) emerged at the top of Statutory Commissions and Authorities sector survey in the Public Service Commission performance rankings on values and principles released yesterday. The rankings contained in the report conducted by the Public Service Commission (PSC) that also saw Council of Governors score 83.9% ahead of Energy Regulatory Commission, Kenya Law Reform Commission and National Commission on Integration Commission who scored 81.6%, 63.55% and 68.94% respectively.
The Council of Governors has also performed exemplarily well in areas of Ensuring high standards of professional ethics; Good governance, transparency and accountability; Diversity management; Public participation in policy making; Efficiency, effectiveness, economic use of resources and sustainable development and Equitable allocation of opportunities and resources, where COG scored each 100.00 percent.
COG in areas of performance management scored 80 percent; accountability for administrative acts scoring 62.5 percent and in improvement in service delivery scoring 40 percent. Contribution to the low scores were in areas of low documentation and automation of business processes and failure to compile a schedule of registrable interests for staff. The Council of Governor congratulates all other organisations ranked in the report and congratulates the employees of the secretariat for their sacrificial dedication to their day-to-day work that all contributed to the incredible performance.
