The Council of County Governors (COG) is a non-partisan organization established under Section 19 of the Intergovernmental Relations Act (IGRA 2012). The Council of Governors comprises of the Governors of the forty-seven Counties. main functions are the promotion of visionary leadership; sharing of best practices and; offer a collective voice on policy issues; promote inter – county consultations; encourage and initiate information sharing on the performance of County Governments with regard to the execution of their functions; collective consultation on matters of interest to County Governments.

The Council of Governors noted the Press Statement issued by the Cabinet Secretary Hon. Amb. Ukur Yatani, in charge of the National Treasury dated 14th January, 2021 titled ‘Transfers to County Governments’. Whereas the Council welcomes the shared information, there is need to provide clarity on some issues in the statement to the public as follows:
1. That the total amount of equitable share transferred to County Governments by the National Treasury for the FY 2020/2021 is Kshs.93.9 Billion does not in any way cover the entire monies owed for the four months of October, November, December and now January.
2. That in addition to the resources owed to all Counties there are other 7 Counties who are owed an outstanding amount for the month of September and October. The total outstanding amount for all the 47 Counties amounts to Ksh.89.6 Billion.
3. That following the amounts released, now all 47 County
Governments will still have to wait for their County allocation for the months of November, December, 2020 and now
January, 2021.
4. That the balances that the Cabinet Secretary referred to in his statement are monies already committed for ongoing/ unfinished projects within the Counties that are at different stages of completion. Once the projects are completed, all the Ksh.34.6 Billion County Revenue Funds balances shall be paid out.
