About The Council of Governors

The Council of County Governors (COG) is a non-partisan organization established under Section 19 of the Intergovernmental Relations Act (IGRA 2012). The Council of Governors comprises of the Governors of the forty-seven Counties. main functions are the promotion of visionary leadership; sharing of best practices and; offer a collective voice on policy issues; promote inter – county consultations; encourage and initiate information sharing on the performance of County Governments with regard to the execution of their functions; collective consultation on matters of interest to County Governments.

What We Do

COG provides a mechanism for consultation amongst County Governments, share information on performance of the counties in execution of their functions, facilitate capacity building for Governors, and consider reports from other intergovernmental forums on national and county interests amongst other functions (Section 20).

COMMUNIQUÉ AT THE END OF THE GOVERNORS AND DEPUTY GOVERNORS RETREAT

The Council of Governors has concluded a two-day retreat themed “Public Finance, Procurement and Human Resource Management in Counties: What Works?” held at the Great Rift Valley Lodge, Naivasha.

The forum brought together Governors, Deputy Governors, the National Treasury, Office of Controller of Budget, Office of the Auditor General, Commission on Revenue Allocation, Public Procurement Regulatory Authority, Salaries and Remuneration Commission, Development Partners and Private Sector.

The purpose of the retreat was to address common challenges affecting County Governments with regards to Public Finance, Procurement and Human Resource Management with a view to facilitate smooth service delivery across the forty-seven (47) County Governments.

Latest News Highlights

The County Fiscal Strategy Paper (CFSP) submitted by the 28th February of every year to the County Assembly, specifies the broad strategic priority and policy goals that will guide the county governments in preparing the annual budget. Section 117 of the Public Finance Management Act 2012 (PFMA 2012) outlines the procedures and responsibilities of the county government with respect of the county budget process.
