Representatives from Civil Society Organizations Ladies and Gentlemen, It gives me great pleasure to share this special moment with you once again. Devolution conferences have become engrained in our annual calendar as they give us the opportunity to reflect on the progress we are making as we entrench the devolved system of government. This year’s conference theme is “The Promise of Devolution: Consolidating the Gains after Transition and Looking into the Future” will examine the three year transition period and seek to document the achievements made by each level of government. The conference will take place at Meru Technical Training Institute in Meru County on 19th to 23rd April 2016. We are anticipating to host about 6,000 participants drawn from National Government, County Governments, Private Sector, Development Partners, Civil Society Organizations, Professional Bodies, Media, Academia and a number of international guests. The three day conference will be looking at the following sub-themes;
1. Unity of objective; diversity of approach
2. The devolution promise; achievements made by the constitutional commissions and statutory bodies
3. Strengthening County Governments competence and capacity for sustainability of devolved functions
4. Civic education and its role in effective public participation
5. ICT as an enabler for economic growth and development
6. Regional Cooperation. The way forward for development for County Governments
7. Localization of Sustainable development Goals(SDGs)
8. Conflict Management and Mitigation
9. Roadmap to 2017 Elections: Electoral integrity in a devolved system

Ladies and Gentlemen,
I believe it will be an exciting experience for all actors in devolution and an opportunity to reassure Kenyans that devolution is on the right track. We are currently conducting County Dialogues in each of the 47 Counties, to give mwananchi an opportunity to interact with their respective governments, noting that we all cannot make it for the main conference. In the same breadth, we shall be hosting a County Executives conference on 22nd and 23rd February 2016 in Mombasa County, which is a precursor to the main conference. We will also use various media channels to share information about devolution and the importance of the conference.

Ladies and Gentlemen
There are great opportunities for partnership during this conference and we shall be reaching out to you to seek support in areas that will be of mutual benefit to our organizations. As we launch the countdown today, mine is to seek your support financially, technically, in kind and in whichever way you can and I wish to assure you that we shall do our best to ensure this conference speaks to the needs of every Kenyan wherever they are.
