Resource Mobilization Committee
Terms of Reference

1. Ensure that funds flow for devolved functions is in conformity with the Constitution and attendant regulations of the PFMA Act;

2. Ensure alignment of County external resources to CIDPs and County priorities;

3. Consolidate and offer a collective county voice which informs effective design and implementation of programmes supported by external resources;

4. Advocate for direct funding to counties for development programmes by development partners;

5. Increasing linkages between County Governments and funding/investment opportunities;

6. Widen the resource base for the secretariat’s programmes;

7. Participate in Resource Mobilization Intergovernmental Forums and sector working groups;

8. Represent County Governments in national, regional and international dialogue/learning on effective foreign aid/investment.

9. Strengthen information sharing and knowledge management mechanisms and a channel of reference on County Government resource mobilization.
